our vision
Hallmark Community Solutions envisions California as a place where all individuals with special needs, and their families, can count on stable, high-quality housing choices throughout their lifetime. The mission of HCS is to innovate in real estate finance, ownership and home design to ensure a stable, sustainable and high-quality supply of housing dedicated to individuals with special needss in California. HCS is a fast-paced, entrepreneurial organization committed to utilizing top talent to make lasting social change.
HCS is serving as the master developer for the Bay Area Housing Plan (BAHP), a collaborative and comprehensive initiative providing high-quality, community-integrated housing for 240 individuals relocating from Agnews Developmental Center, an institution slated for closure in 2008.

The guiding principles for the BAHP, and for the seachange in California's approach to housing for individuals with special needs, include:
+ Provide safe, secure housing that is integrated into the community.
+ Separate the ownership of the housing from the delivery of program services.
+ Acquire and/or build quality housing that can withstand rigorous use.
+ Pay for it once by retaining ownership for people with developmental disorders.
+ Utilize Universal Design concepts.
+ Use environmentally sustainable green building materials whenever possible.
+ Streamline the financing, acquisition and development process.
+ Approximate home ownership for the individuals served by the housing.
+ Develop a housing program that attracts high quality service providers.
+ Create a sense of community.
